Speculation that Barack Obama has a mandate (or an inherited legacy) to be the ET Disclosure President is already fueling new rumors of an extraterrestrial disclosure by the U.S. Commander in Chief in 2011.

One news source states:

"All News Web has received information from government insiders close to the US President that Barack Obama has been given the go ahead to make an important "off the cuff" announcement regarding UFO visits and US contact with aliens.


"Allegedly DARPA has given this move the green light. The comments by the President will be made within the next month.


"Our sources claim this will not be outright admittance of UFO visits and contact with aliens, however the comments will come as close to admittance as any President has to date and will be made in the context of a speech on an entirely different matter.


"From what we understand The President will concede that there is 'some evidence' to suggest aliens might have attempted to contact Earthlings.


"All of this is said to be part of a warm up program leading to eventual outright admittance of knowledge of UFO and alien visitation by major world governments within three years."

There are multiple reasons why 2011 (or 2012 or beyond) might be the year the U.S. government finally confesses to a more than 60-year-old working relationship with many species of intelligent civilizations in the multi-verse.

Reason 1

The U.S. will disclose because the ETs are forcing it to do so

As a reporter, I am investigating the existence and information about the reported council of alien civilizations as a 'working hypothesis' based on evidence presented initially by the now deceased Stanley A Fulham, and now also by other apparent communication channels of this same regional galactic governance council.


Here is a recent article and video interview I completed about reported communications between the regional galactic governance council and a former NATO-Spanish intelligence agent, who is also a contactee of the council in addition to Mr. Fulham.


In the interview, the former NATO-Spanish intelligence agent states that he was contacted interdimensionally on Nov. 9, 2010 by a source claiming to represent the council that that summarized much of the reported extraterrestrial council plan that Stanley Fulham reported in his book Challenges of Change.


The source then stated that there would be UFO sightings over New York City (Manhattan) on Nov. 24, 2010 to as a confirmation of the validity of this information. The NATO-Spanish intelligence agent recorded this prediction publicly before Nov. 24, 2010.


As can be seen in the above article, there were in fact large-scale UFO sightings video-taped over New York on Nov. 24, 2010.


Since Stanley A. Fulham had accelerating pancreatic cancer in Nov. 2010, what seems to have occurred is that this interdimensional source stating it is representing the galactic governance council is now coming through other individuals with new information and predicted, confirmed UFO sightings.


The essence of the council's message is that in an extraordinary meeting around Jan 2010 (Earth time), members of the council met and determined to set aside the law of non-intervention, as it made a factual determination that the ecology of the Earth was on the verge of collapse and beyond the capability of human technology to forestall collapse and species extinction.

Accordingly, the council indicated it had made a decision to intervene with advanced technology (probably Pleiadean) by 2015 (if not before) and clean the atmosphere of the Earth. The council is also seeking to make a world speech explaining their ecological plan in 2014 (if not before). Both Mr. Fulham and the NATO-Spanish intelligence officer mentioned that their interdimensional sources indicated large-scale social, financial, governmental, etc changes would take place on the planet 2011-14.

From the available evidence, it would seem that the galactic governance council has the ability to identify and create credible sources for further information and updates (should all of this scenario be in fact true and authentic).

I would note the Mr. Fulham's book is the product of 10 years of research and interaction with a council-connected source, and contains a blueprint of the council plan 2010-2015.

In his last communiqué on Dec. 6, 2010 before his untimely death, Stanley A. Fulham emphasized that breaking the conspiracy of silence by the U.S. and Russia on the extraterrestrial presence was a major goal of the galactic governance council.

Mr. Fulham wrote, “The UFO ‘intervention process’ will have a major impact on the U.S. and Russian governments. This will be the catalyst that will break the ‘conspiracy of silence.’

The NATO-Spanish intelligence agent also stated that he was told the galactic governance council would be sending communications to the U.S. government in December 2010 urging them to join in the extraterrestrial intervention and ecology-cleaning process.

It seems most reasonable to conclude that ‘The U.S. will disclose because the ETs are forcing it to do so’

Human consciousness will have advanced enough

in 2011-12 to ‘handle the Truth’

Scientists such as Dr. Carl Johan Calleman states that starting in March 2011, the singularity - or inter-dimensional portal - at the core of our universe will commence emanating consciousness energy waves of enlightened unity consciousness.

Only a shift to unity consciousness will forever stop the unchecked exploitation of the Earth and on a deeper level make us understand that we are part of creation and need to live in harmony with it. But will such a shift just happen automatically?”

Evidence: BP oil spill is disaster capitalism by criminal elite to depopulate and stop ET disclosure

This article is the 2nd in an ongoing Examiner.com series on the BP Gulf of Mexico oil spill and its environmental, economic, social and exopolitical impacts.

A pattern of evidence from independent investigative reporters is emerging to suggest that the BP oil “spill” in the Gulf of Mexico may be an intentional “false flag” event in the genre of disaster capitalism, with the “environmental war” purpose of wrecking the environment of the Gulf of Mexico and the eastern United States and causing economic and social hardship to the population, and possible physical evacuation into FEMA camps operated by Halliburton on behalf of an international war crimes network.

Halliburton is, by the emerging evidence, itself a prime suspect in the false flag operation.

Key principals who, by preliminary evidence, to be tied to criminal acts associated with insider profiting on the BP oil “spill” operation and with acts of pre-meditated sabotage or criminal negligence that initially caused the oil spill and exacerbated its environmental, economic and social effects, have been tied to previous “false flag” events of disaster capitalism and are operatives of this international war crimes racketeering network.

There is now evidence of intentional disaster capitalism in the BP oil spill, including “foreshadowing drills” by the U.S. agencies and the sabotage or criminal negligence involvement of Halliburton, first broadcast by this reporter Alfred Lambremont Webre and an independent scientist in a special investigative program on Vancouver Coop Radio CFRO 102.7 FM. On June 8, 2010, UFO filmmaker James Fox, broadcasting on the Veritas show, revealed a corporate-governmental private police state that was erasing constitutional guarantees in the BP oil spill impacted area in Grand Isle, LA. Mr. Fox stated,

“Basically what’s happening is a complete media blackout. They are arresting people with cameras. They are arresting ... They will even arrest ... I was told off-camera that if they’re caught talking to a reporter, they are going to go to jail.”

A mainstream New Orleans TV news station, WDSU-TV in a video in the article below, confirmed Mr. Fox’s investigative reporting on June 12, 2010.

There is now confirmation of insider trading in BP stock by Goldman Sachs and an insider corporate takeover by Halliburton three weeks prior to the oil spill. On June 9, 2010, investigative reporters Sherri Kane (a former reporter with Fox News) and Leonard G. Horowitz reported that “Three weeks before the "natural gas leak," the George Bush/Dick Cheney 9-11-linked Halliburton company negotiated the purchase of the world's largest oil-spill cleanup firm (Boots & Coots) at the exact time keen observers on Wall Street--financial intelligence agents at Goldman Sachs unloaded 44% of their stock in BP.

Goldman Sachs is covertly invested in the Bush-Cheney-linked Halliburton Company according to veteran observers.

Goldman Sachs and Halliburton both had massive financial incentives to cause the profitable explosions--the three 9-11 WTC building demolitions, and the most recent ‘accident’ in the Gulf.”

One expert states that intentional environmental contamination of the ecology of the Gulf of Mexico is evidence of intent to depopulate the marine life, as well as the human population that depend on the Gulf of Mexico for survival.

Moreover, the force multiplier effects of dispersants, deadly benzene and other fumes from petroleum and dispersants, and a severe hurricane season may force evacuation of the Gulf states of the U.S. There is now strong evidence that the Katrina hurricane was “steered” and “magnified” using advanced environmental war weapons, that can be applied as well to the hurricane season expected to follow the BP oil spill.

Evacuation of the Gulf coast and eastern U.S. will most probably be into FEMA camps, that were built and are managed under Halliburton contracts, more evidence of “disaster capitalism” design to the BP oil spill environmental war operation.

There is a possibility of a blowout of the BP well site that will escalate the damaging effects of the oil spill. One expert states, “The system will collapse or fail substantially before we reach the finish line ahead of the well and the worst is yet to come. Sorry to bring you that news, I know it is grim, but that is the way I see it... I sincerely hope I am wrong.

We need to prepare for the possibility of this blow out sending more oil into the gulf per week then what we already have now, because that is what a collapse of the system will cause. All the collection efforts that have captured oil will be erased in short order. The magnitude of this disaster will increase exponentially by the time we can do anything to halt it and our odds of actually even being able to halt it will go down. The magnitude and impact of this disaster will eclipse anything we have known in our life times if the worst or even near worst happens...”

Exopolitics in a Russian state Duma have brought Russian President Dmitry Medvedev face to face with the same set of exopolitical issues addressed by the August 2010 ballot initiative for an Extraterrestrial Affairs commission in Denver, Colorado.


Liberal Democrat Party representative and state Duma deputy Andrei Lebedev “fears that extraterrestrials may have compromised Russia's official secrets. After hearing a TV interview in which the President of the Kalmyk Republic, Kirsan Ilyumzhinov, spoke of his meeting with an alien spaceship, Lebedev called for instant action,” according to news reports in Russia.

President Kirsan Ilyumzhinov’s close encounter took place on Sep. 18, 1997, and Ilyumzhinov recalled it in a recent interview with TV presenter Vladimir Pozner. He stated that others “might be skeptical, but added: ‘I believe I communicated with them, I saw them. I probably would not have believed it, but there were three witnesses: my driver, the Minister and my assistant.’” ABC News reports, “Kirsan Ilyumzhinov was at home in his Moscow apartment when they came in and abducted him, taking him to their space ship where they communicated with him telepathically.”


Following President Kirsan Ilyumzhinov’s revelation of his meeting with extraterrestrials, “state Duma deputy Andrei Lebedev concluded that Ilyumzhinov had something to hide, and warned that ‘sensitive information’ could have been passed to the interplanetary guests.”

MP Andrei Lebedev has written a letter to Russian President Dmitry Medvedev “raising a list of his concerns,” that mirror the issues raised in the August 10, 2010 Denver, Colorado Extraterrestrial Affairs Commission ballot initiative.

In his letter to Russian President Dmitry Medvedev, MP Andrei Lebedev says that President Kirsan Ilyumzhinov’s meeting with extraterrestrials “was an historic event and should have been reported to the Kremlin.”

MP Andrei Lebedev also asks “if there are official guidelines for what government officials should do if contacted by aliens, especially if those officials have access to state secrets.”

According to one news report, “State Duma deputy Andrei Lebedev doesn’t believe Ilyumzhinov’s claim that he was simply shown around the ship and released, so he has asked the president to find out what else happened and report back to the Duma.

MP Andrei Lebedev is especially interested in what President Ilyumzhinov may have told the extraterrestrials about his job and whether the abduction has affected the governor’s ability to perform the duties of office.”


As Examiner.com reported, “In August, 2010, the citizens of Denver, Colo. will go to the voting booths and do something that no other earthly civilization in mainstream recorded history has done – vote on establishing an official commission to ‘create a responsible, responsive, common sense strategy for dealing with issues related to the presence of extraterrestrial intelligent beings on Earth.’

One source states, “Kirsan Nikolayevich Ilyumzhinov (born April 5, 1962, in Elista) is a Kalmyk multi-millionaire businessman and politician. He is the President of the Republic of Kalmykia of the Russian Federation, and has been the President of FIDE (or the ‘World Chess Federation’), the world's pre-eminent international chess organization, since 1995.

He has also been in the forefront of promoting chess in schools in Russia and overseas. He is the founder of Novy Vzglyad Publishing House. In May, 2010, he became world-famous for self-describing himself as an alien abductee.”

Veteran Russian TV personality Victor Posner (who was raised in Manhattan), President of the Kalmyk Republic, Kirsan Ilyumzhinov, and state Duma deputy Andrei Lebedev by each exercising their rights of free speech and of parliamentary due process under the Russian Constitution of December 12, 1993 to bring the matter of an apparent communication between extraterrestrials and the sitting President of the Kalmyk Republic to the President of Russia, Dmitry Medvedev, for – at the very least – official investigation and the application of “official guidelines for what government officials should do if contacted by aliens, especially if those officials have access to state secrets.”

The fundamental concepts which Russian President Dmitry Medvedev (or any head of state or governmental entity) needs to identify, develop and apply official guidelines for human civic contact with extraterrestrials have been well thought out in the 2010 ballot initiative for an Extraterrestrial Affairs Commission in Denver, Colorado.


Voters in Denver, Colo. will find an initiative on the August 2010 ballot that asks them whether they approve the following:


“Shall the voters for the City and County of Denver adopt an Initiated Ordinance to require the creation of an extraterrestrial affairs commission to help ensure the health, safety, and cultural awareness of Denver residents and visitors in relation to potential encounters or interactions with extraterrestrial intelligent beings or their vehicles, and fund such commission from grants, gifts and donations?” Yes___ No___

How the 2010 Denver Extraterrestrial Initiative

can help President Medvedev

The 2010 Denver Extraterrestrial Affairs Commission initiative goes on to explicitly state its intent, and focus in the very terms that Russian President Dmitry Medvedev and his Kremlin advisers may be wrestling with right now for their report to the state Duma of the Republic of Kalmykia.


The 2010 Denver ET ballot initiative states:

“The legislative intent of this division is to create a responsible, responsive, common sense strategy for dealing with issues related to the presence of extraterrestrial intelligent beings on Earth.
To that end, the People of the City and County of Denver hereby establish an Extraterrestrial Affairs Commission, which shall have the following purposes:

“1. To obtain and provide the most accurate, complete,

credible, and relevant information available

to city government personnel and residents about

extraterrestrial intelligent beings on Earth;

“2. To assist residents and visitors in reporting sightings of, or interactions with,

extraterrestrial intelligent beings or their vehicles,

and refer them to the proper and most appropriate public

or private service agencies;

“3. To inform people of the implications of encounters

with extraterrestrial beings or their vehicles;

“4. To develop protocols for peaceful and diplomatic contact

with extraterrestrial beings in the event of contact;

Russian President Dmitry Medvedev is faced with the exopolitical circumstance that a highly popular and wealthy President of the Kalmyk Republic has stated to one of the most credible and venerable “60 Minutes”-like TV commentators on Russian television that while he was a sitting President he was taken into a extraterrestrial spaceship where he conversed with extraterrestrial visitors.

A member of the state Duma of the Kalmyk Republic has now made this reported extraterrestrial communication to the governor of the Kalmyk Republic a matter of the highest and most urgent state security under the Russian Constitution of 1993.

This is exactly the sort of governmental and civic emergency that the developers of the 2010 Denver Extraterrestrial Affairs Commission initiative had envisioned as potentially happening in Denver, Colorado.

"The People of the City and County of Denver hereby declare that:

"1. The presence of extraterrestrial intelligent beings and extraterrestrial

vehicles on Earth, and within Earth’s atmosphere,

has been confirmed by credible evidence,

official government documents, and whistleblowers formerly working

for the U.S. Government and government contractors;

"2. Evidence of extraterrestrial beings has been known by

United States presidents since President Franklin Roosevelt,

including President Ronald Reagan as disclosed

regarding extraterrestrial matters;

"3. Since at least 1947, the United States government has denied

knowledge of this evidence, thus placing the public

and local governments at potential risk and disadvantage;

evidence of advanced clean energy, transportation

and other technologies of extraterrestrial origin.

These technologies could potentially offer substantial economic relief

for our most pressing social and economic concerns, including a reduction of pollution

and other advanced technologies;

"5. Local government officials have rejected or ignored the need to prepare

city personnel and citizens for potential contact or interactions

with extraterrestrial intelligent beings

or their vehicles even though:

a. Multiple federal government agencies have acknowledged

the presence of extraterrestrial intelligent beings,

through hundreds of official documents,

but have not informed our citizens about

how to intelligently and responsibly

respond to UFO/extraterrestrial encounters;

b. Hundreds of top military leaders, government scientists,

government contractors, commercial airline pilots,

air traffic controllers and NASA officials,

many with Top Secret clearances,

have been disclosing their personal experiences

and involvement in interacting with UFOs not from Earth

and, in some cases, their apparent extraterrestrial intelligent occupants;

c. A credible non-profit organization has received over ten thousand (10,000)

written reports of UFO sightings, primarily in the U.S.,

during just the period Nov. 2005 - April 2008.

The total number of reports nationally in 2008 was more than

twice the number from the previous year. There have been more than 1,000

written reports of Colorado UFO sightings submitted to the same organization

during the period of Jan. 2000 - April 2008;

d. Government denial, ridicule, and a lack of public awareness

about this credible evidence prevent the responsible evaluation of potential risks

and benefits for the safety, health, and cultural awareness

of Denver residents and visitors in relation to potential interactions

with extraterrestrial intelligent beings;

"6. At present our government does not have any protocols for:

a. Responsibly evaluating, documenting, and acting on citizen reports

of encounters or interactions with extraterrestrial intelligent beings,

regardless of the highly unusual and credible evidence that

may attend such encounters and interactions; or

b. Referring such reports to properly trained city personnel,

or private professional individuals or organizations

that have responsibly dealt with such matters

"7. There is enough credible evidence available,

independent of the United States government,

to responsibly and adequately inform

Denver residents and local government

about extraterrestrial affairs; and

"8. The creation of an Extraterrestrial Affairs Commission

will help to ensure the health, safety, and cultural awareness

of Denver residents and visitors and, ultimately, facilitate

the most harmonious, peaceful, mutually

respectful, and beneficial coexistence possible

between extraterrestrial intelligent beings and human beings.”
